Stratford Member Development
Stratford on Avon District Council faced significant challenges in terms of cultural and organisational change following a ‘weak’ categorisation under CPA in 2004. The Council responded positively and has instigated a programme of improvement to transform and modernise the organisation. As a result of a wide-ranging programme the Council now has a ‘fit for purpose’ organisation and is delivering improved services across its priority areas.

Improving Waste Management Through Innovative Learning
With all local authorities facing stringent targets for increasing the volume of waste that can be recycled
and reducing the amount that goes to landfill sites,many are working together to work on long-term
strategies to achieve the targets. To help support this process WM RIEP engaged pixelfountain to deliver a
programme of workshops using its Planit-WASTE learning-simulation.

Warwickshire Waste Management (PDF,  1 page, 144KB) The Warwickshire Waste Partnership is made up of five district councils, which are responsible for waste collection and the County Council, which is responsible for disposal.The partnership recognised that in order to deliver its long-term waste strategy it needed to develop its medium term waste management infrastructure. This project involves research into biowaste treatment and material recovery facilities (MRFs). These are needed to complement the partnership’s planned procurement of a residual waste treatment facility for Warwickshire.

Staffordshire Waste Partnership (PDF,  1 page, 43KB) The Staffordshire Waste Partnership is made up of eight district councils, which are responsible for waste collection, the County Council, which is responsible for disposal, and one unitary authority which is responsible for both. Following an assessment in 2004, it agreed to adopt more robust targets and a stronger organisational approach to the way it worked.One of the targets it set was to deliver an integrated waste management solution for the whole of Staffordshire.

Warwickshire County Council Data Analysis & Savings Plan Development (PDF, 2 pages, 220KB) Warwickshire CC have conducted a data analysis of their transactions using RCE support in order to plan procurement savings for the next three years.

Creating more affordable homes  (pdf, 342 kb)
A project to build 100 affordable homes on council owned land ensuring a revenue neutral effect upon the council's finances.

Business Matters to West Midlands Councils   (pdf, 200kb)
An e-Partnership project focussed on improving the quality and efficiency of interactions between local authorities and their business community. The project is developing the concept of a single business account, a mechanism, to allow all interactions between a business and its local authority to be captured and stored in Customer Relationship Management (CRM) system.

Worcestershire Revenues and Benefits Shared Service Project  (pdf, 157 kb)
The development of a detailed business case for a single body for the administration and management of the revenues and benefits services.

West Midland Networking Company LTD (pdf, 144kb)
The West Midlands Networking Company Ltd is an organisation whose members are drawn form local authorities, Universities, Advantage West Midlands and the DTI to deliver the West Midlands Regional Broadband Network for the benefit of the region.  Its customers are all public sector organisations.

Supporting Fairtrade  (pdf, 191kb)
Hereford County Council has agreed that the Council's procurement strategy and Code of Practice for the regulation of contracts for works services and suppliers should be revised to reflect a commitment to fair trade.  Herefordshire  producers and their products are also being used where they offer good value for money.

Customer Relations Management Review (pdf, 209kb) 
This review has reduced the average time to validate and register a planning application from as much as 20 days to 90 minutes.  It has also led to all registrations now being handled by just one person.

Transforming the Procure to Pay Process (pdf, 75kb)
Coventry City Council has introduced iProcurement programme producing efficiency gains by establishing an electronic purchase order system, processing orders via purchasing cards and e-mail orders.

Temporary Worker Agency Contract (pdf, 171kb)
The use of a reverse auction for administrative and secretarial temporary workers leading to potential savings of £240,000 for Birmingham City Council

Best Value Property Review (pdf, 306kb) 
The redistribution of the staff of Worcester City Council from 5 separate buildings to a single site, saving approximately £400,000 in the four years of implementation and £160,000 per year thereafter.

The Birmingham Construction Partnership is a unique collaboration of contractors, design and specialist supply chains, tasked with delivering every project within the city with a budget of more than £100,000

The Staffordshire plus improvement partnership consists of 10 local authorites. It has five working strands covering leadership and change management, member development, management development, improving partnership working and customer service.

Worcestershire Social Services' Better Services Better Systems Programme (pdf, 643kb)
This programme was set up to examine the way the infrastructure for Social Care was delivered.  Overall savings in excess of £5m have been made whilst at the same time improving the quality of services delivered to service users.

A Regional Approach to Business Process Re-Engineering (pdf, 55kb)
Business process re-engineering (BPR) is the process of reconfiguring activities to create a dramatic improvement in performance. Every local authority in the West Midlands region is involved or about to enter into a contract for support of BPR.

Out of Authority Placements (pdf, 150kb)
Out-of-authority placement describes placements funded in the non maintained and independent special schools sector, voluntary and independent residential homes and voluntary and independent foster agencies.  The West Midlands RCE has funded a regional resource that will assist west midlands local authorities in improving efficiency in children's services.

The West Midlands charter has a number of objectives which include ensuring local authorities deliver quality leadership and services to their public, raising the level of performance of those responsible for political management of local authorities and raising the standards of elected member development and support.
